План трансформации системы водоснабжения Ташкента – картирование активов в ГИС и развитие институционального потенциала

The Tashkent Water Transformation Plan, a €142 million initiative financed by the French Treasury and BPI France Assurance Export, represents one of Uzbekistan’s most ambitious urban water-sector modernization programs. Implemented by SUEZ International, in partnership with the Municipality of Tashkent, Uzsuvtaminot JSC, and the Ministry of Construction, Housing and Communal Services, the program aims to upgrade and digitalize Tashkent’s drinking-water and wastewater systems to ensure reliable, 24/7 service for the city’s three million residents.

As the national technical partner, Rahmanov Partners LLC leads the digital asset mapping and GIS-based modernization of the city’s water and sewerage infrastructure. The assignment covers the collection, validation, and integration of spatial data for more than 8,700 water chambers, 3,900 wastewater manholes, and approximately 900 kilometers of water and sewer networks, all integrated into SUEZ’s Asset Management System.

The scope of work includes detailed topographic and geodetic surveys, development of data quality control protocols, and implementation of digital monitoring tools to enhance accuracy and traceability. Rahmanov Partners has designed and deployed the UserTracking-Rahmanov mobile platform, enabling real-time supervision of field operations and ensuring transparency, safety, and performance tracking.

Beyond technical support, the company provides extensive training and capacity-building programs for local specialists of Tashkent Shahar Suv Ta’minoti, with over 100 experts trained in GIS applications, asset management, and digital tools.
