Who we are
Rahmanov Partners LLC is a national consulting firm based in Uzbekistan, established in 2022. We specialize in irrigation modernization, water resources management, agricultural development, climate resilience, and geospatial solutions. Despite our young age, we have quickly built a strong track record with international financial institutions and bilateral partners, demonstrating our technical depth and institutional credibility in preparing complex feasibility studies and Project Appraisal Documents (PADs).
Our expertise spans the entire project cycle — from field diagnostics, hydrological and socio-economic analyses, and environmental and climate assessments to the formulation of investment programs and digital monitoring systems. We work at the intersection of engineering, environment, agronomy, and economics, ensuring that modernization strategies are both technically sound and socially inclusive.
With a multidisciplinary team of economists, agronomists, climate and water specialists, GIS engineers, and social experts, Rahmanov Partners combines local knowledge with international best practices. By integrating evidence-based planning, digital tools, and participatory approaches, we support the Government of Uzbekistan and development partners in designing and implementing climate-resilient, efficient, and inclusive water-sector projects.
What we do
Rahmanov Partners provides end-to-end technical and analytical services for water and agriculture projects — from strategic planning to field-level implementation. Our work supports government agencies and international partners in designing climate-resilient, economically viable, and socially inclusive investments across Uzbekistan and Central Asia.
We operate through six interconnected domains:
Irrigation Modernization and Asset Management – diagnostics of canal networks, rehabilitation planning, hydraulic design support, and O&M strategies for efficient water delivery.
Water Resources Management and Hydrology – basin assessments, water-balance modelling, drought and flood risk analysis, and climate scenario integration.
Agricultural and Value-Chain Development – improvement of on-farm productivity, diversification, market linkages, and climate-smart agriculture practices.
Environmental and Social Safeguards – preparation of ESIA, ESMF, RPF, and GAP documents, alignment of ZVOS with donor frameworks, and stakeholder engagement.
Geospatial and Digital Solutions – GIS/remote sensing for asset mapping, monitoring systems, and web-based dashboards for data-driven decision-making.
Institutional Capacity and Policy Support – strengthening of water management institutions, WUAs, and local authorities through training, operational manuals, and M&E systems.
By integrating these disciplines, Rahmanov Partners helps transform policy goals and feasibility studies into operational, regulation-compliant, and investment-ready projects that respond to the realities of climate change and water scarcity.
Our vision
Rahmanov Partners aspires to contribute to a future where innovative solutions—methodological, institutional, digital, and ecological—improve the way water and land are managed in Central Asia. We seek to link evidence-based planning with context-adapted innovation, ensuring that national reforms and local implementation reinforce each other.
Our ambition is to support systemic improvements in agriculture, irrigation, and water infrastructure, helping institutions and communities use water more efficiently and distribute it more equitably across sectors, regions, and social groups.
Through smarter irrigation systems, data-driven management, and inclusive governance, we aim to facilitate the region’s adaptation to growing water scarcity under climate change, so that both people and ecosystems can thrive within a balanced and resilient environment.
Our mission
Our mission is to support the sustainable transformation of Uzbekistan’s water and agriculture sectors through practical, evidence-based, and inclusive solutions. We work to ensure that modernization initiatives — whether in irrigation, drinking-water supply, or land management — are technically sound, economically viable, socially equitable, and environmentally responsible.
Rahmanov Partners seeks to bridge local realities with international best practices, aligning Uzbekistan’s national frameworks with the standards of global development partners. As a locally rooted firm, we help international institutions and programs understand the challenges, priorities, and expectations of local communities, ensuring that development initiatives are truly adapted to the country’s context and deliver tangible benefits on the ground.
By combining rigorous analysis, participatory planning, and digital innovation, we support institutions and communities in adapting to climate change, improving water governance, and building resilient livelihoods for future generations.
